It is well known that health insurance is not cheap. That is why there is a care allowance: a contribution from the government to keep health insurance affordable.
To be entitled to healthcare allowance you must, in any case, have Dutch health insurance. Also, you should not earn too much. Perhaps it would be good to check whether this also applies to you?
